This diner is in Chico, California. It's either the Denny's or the IHOP.

Chico is a small college town in Northern California, north of Sacramento.

The creepy lady's name is Flo, and she was a famous homeless person when I went to college there. I can't believe she's still alive.

Yes, I didn't realize she was still around. Very interesting person. A bit eccentric, but very nice. She always greets everyone with, "Hi, how are you?" and will engage in conversation with absolutely anyone. Her husband died about ten or fifteen years ago and she lives in a cheap motel off of his pension. At first I thought of her as someone out of a David Lynch movie myself, but once you get to know her a little you'll find she's pretty interesting.
