I doubt it. He's carrying an M4 (or variant) not the British issued SA80. He doesn't appear to have any patches on his uniform though so maybe he is a contractor.
M4 is standard weapon for british SBS and SAS operators. I think this one is member of Desert Rats regiment
It's an M16. The M4 has a folding stock, the rifle in the picture does not.
He's a US Marine. He's a wearing Coyote Tan flight suit and a Coyote Tan OTV/IBA. His helmet looks to be a LWH, based upon what appears to be an outward curving lip on the front of the helmet and the helmet's suspension system.
GIJoe is right. It's an M16. He's a marine. You can tell by his IBA (Intercepter Body Armor). Only the U.S. give out the same kind of field medic kit like the one strapped to his back. Also, he's wearing an ACH (Army Combat Helmet). It's standard issue to soldiers and marines now and trust me it's so much better than the kevlar.
